Montería Land Management Plan 2021-2033

The POT defines the planning of the city for periods of 12 years, its validity is longer than the periods of the mayoralties, which gives it great weight in planning. It generates strategies for urban development and defines norms and land uses, including conservation soils. The POT defines the restoration and conservation of the Ronda del Rio Sinú as a structuring axis for the social, economic and environmental development of the city in its urban zone. In addition, the Ronda del Sinú is part of the main urban ecological structure and in turn connects the main urban ecological structure with the regional one, for example, through the peri-urban wetland systems and the orographic system. The POT reflects the ecosystem services provided to the city by part of the river's banks, for example: habitat for local fauna and flora, scenic beauty, public space available to all inhabitants.

Consideration of nature-based solutions:

Objective: generate a structure of green corridors that allow the integration of the river with the other elements of the ecological structure. Goal 1: increase from 3 square meters of public space in the city to 7 square meters. Goal 2: plant 1 million trees. Goal 3: increase society's awareness of the importance of nature in the city and the ecosystem services it provides.

The instrument is built by the local administration, with a technical team, the Regional Autonomous Corporation (environmental authority) plays an important role in environmental issues and defines the guidelines to be followed in this area, and in the end, the City Council approves the instrument after a technical and legal review.

In the construction of this instrument, and as established by law, it must be socialized with the community in general through community meetings, open meetings and publications on the web; the important thing is that everyone knows what is being proposed and give their input. In addition, the territorial planning council (a group that represents different sectors of the city), by law 388 of 1997, has the duty to review the document and express its opinion.

The programs and projects resulting from this instrument are assigned a value that is then included in the budgets and development plans of each municipal administration. The development plans are the government and investment programs proposed by each mayor when elected; these programs and projects resulting from the instrument are included in these development plans and, as defined by the execution programs, are invested in each of the projects.

Monitoring, evaluation and impacts

In accordance with the provisions of Decree 1077 of 2015, land use plans must have a monitoring and evaluation stage subsequent to their approval to be carried out by the municipal territorial entity, accompanied by citizen stakeholders, environmental authority and others.

Achieved outcomes and impacts:

In the specific case of Nature-based Solutions, it proposes territorial actions that help mitigate and adapt to climate change, such as: the expansion of the Sinú river bank as a strategy for the conservation of urban biodiversity and the protection of the Sinú river bank; water parks as a natural alternative for the reception of rainwater and the generation of temporary wetlands. The increase of urban trees to mitigate the heat island phenomenon, among others. These actions, like others that have already had an urban impact, helped raise awareness among the city's inhabitants of the importance of biodiversity for comfort and quality of life.

Success factors and lessons learned:

For its sustainable growth, the territory was planned from environmental aspects, as the highest hierarchy, to urban elements. Always bearing in mind the importance of generating actions to adapt and mitigate climate change.
